Expert Witness for The Energy Consortium (TEC)

ETE was retained by TEC to serve as an expert witness in Eversource’s electric rate case docketed as MA DPU 17-05. ETE’s principle submitted initial, rebuttal, and sur-rebuttal testimony into the record focused on issues related to rate design, apportionment of costs among customer classes, service quality, rate treatment of property taxes, and other items. ETE worked with TEC’s attorneys to review the case record, participate in discovery, and deliver impactful cross-examination questions to help support TEC’s positions. The final DPU ruling adopted ETE’s proposed method for modifying the cost allocation and cap formula and denied the utility’s request for a special property tax rider based on the argument of ETE and TEC’s attorney. ETE’s work on service quality in this proceeding led to a working group of large C&I’s and Eversource to explore ways to reduce momentary outages.
